SFGATE: That's a tough line for you to walk, because you have to reassure people that they're safe, but not bow to cops or to affluent city dwellers who freak out any time they see a f-ing homeless person. Even in a city like San Francisco, where police tend to make arrests in only about 8% of reported crimes, we need to serve all victims, even in those crimes where we don't have anybody to prosecute.
